Allow importing of a reference image during Layout stage

In the Layout stage, allowing the use to import and position an image behind the Layout brush layer would allow a user with an existing map idea to draw over it, marking which area's should represent what. This would ideally allow the user to import the reference image provided in the initial step too.

To add to this, this would allow users to directly annotate the reference image they provide in the initial step using the Layout stage.

Great Idea :-) I'm testing it right now, i added a button "Use Reference as Tracing Guide" That will put the reference image behind the canvas you draw on. In addition after clicking the button will covert to "Auto Detect Terrain" which will use AI to replace / improve the default terrain set with terrain / features found in your reference image.
